I'm pretty sure you've come across one of his paintings. And I'm also pretty sure you didn't realise that Jorge Colombo creates them on an iPhone. Looking at Colombo's pictures, with their intense colours, capturing at the same time the melancholy and the beauty of big cities, I can't resist imagining Edward Hopper's Nighthawks being painted like this today.
